You will recall that in the latter part of last year two officers of the Hong Kong Government visited six neighbouring countries - Thailand, Malaysia, Singapore, Indonesia, Korea and the Philippines. With the kind assistance of H.M. Embassies and High Commissions in the capital cities of the respective countries, they were able to collect up-to-date information on labour legislation and practices as well as social security arrangements in these countries. Their report has now been finalised and a limited mumber of copies is being distributed. I enclose a copy for your retention.
I should point out that we do not intend to publish the report. It will be used as an internal document for reference only. The Governor has instructed that there should be no leakage of its contents, and we are doing everything we can to maintain its confidentiality here.
I am copying this letter and the report to the six posts concerned and would like to take this opportunity to convey to them once again the Hong Kong Government's appreciation of their assistance in making the fact finding mission a success and of the hospitality which they showed to our officials.
