Secretary for Soc Services Hong Kong, wrote to Mr Stewart enclosing a report by the Hong Kong team which visited other Asian countries to compare industrial relations and social welfare provisions.

2. I apologise for the delay in taking action on the report. I have discussed it with Mr Stagg who explained that it was necessarily a time-consuming and rather low priority task to go through it in detail. He accepts, however, that at least an acknowledgement should have been sent some time ago.

3. I now submit a draft letter to Mr Ho which takes in the Overseas Labour Adviser's views.
