I enclose a copy of the Governor's speech at the opening of the Legislative Council. In addition to containing a summary of the Green Paper and details of the Hong Kong Government's plans for the current session, it also contains an outline of what they plan to achieve between now and the mid-1980's.

As you will see, it is a very ambitious and far reaching programme. It would be difficult for Hong Kong to achieve much more in so short a time.
