In a recent conversation with Harry Hurst, Bert Turner said that he had spoken to you when you dined at Churchill College, the possibility of his visiting China to discuss Peking's view of the role of the Communist trade unions in Hong Kong. Turner claims that you agreed that there would be value in such a visit.

2. If the visit were to take place in the context of the second phase of the Turner study, I am concerned that it will lead to yet more delay before the final report is published. I am particularly concerned since I believe it to be highly unlikely that he would find anyone in Peking willing or able to provide any useful information. However, before saying anything to Turner, I would be grateful for your views.

3. If the visit is to be made Professor Turner envisages taking advantage of one of the recently introduced Cook's passage tours to China, at a cost of £500 to £600. As part of the second phase of the studies, such an expense would, of course, fall to the Hong Kong Government.
