PROFESSOR TURNER'S STUDY OF INDUSTRIAL RELATIONS
At the meeting in Mr Cortazzi's office on Friday, 15 December, I raised two points relating to Professor Turner's work in Hong Kong:-
(a) the commitment to consult the TUC (and the CBI) on
his final report, through reference to the Overseas Labour Consultative Committee;
(b)
the need to avoid disclosure of the financial contribution made by the Hong Kong Government to Professor Turner's study.
It was agreed at Friday's meeting that the Governor should be reminded of these two points and that I should prepare the first draft of a letter to this effect. A draft is attached.

To facilitate reference I attach copies of various papers relating to point (a), viz:
(a) Mr Stewart's letter of 19 January 1977 to the Governor;
Mr Stewart's minute of 10 February 1977 to me;

I have not been able to trace a copy of your predecessor's 1976 letter of appointment to Professor Turner in which the latter was required to submit his report to the Secretary of State. Perhaps you would check the point on your files. It is mentioned in the draft letter to the Governor.

I have gave through this draft. Apart form
two muit pants I am satisfied The Stewart's letter of 21 April, 1977 is at flag & I have made one or two other changes
after discussion wilt fr Hurst.
