I suggest that an acknowledgement be sent to Mr Macgougan merely saying that the paper has been read with interest and will no doubt be taken into account by Professor Turner when completing his report.

2. Some points in the paper could be challenged: several have already been underlined by readers in your department. Others include the point on page 5 where the writer has obviously overlooked the existence of the Labour Advisory Board when

The referring to the need for a "Labour Advisory Council". sections dealing with "Workers' Education and Trade Union Training" and "International Assistance" take no account of the efforts made in these fields in previous years. Mr Macgougan's own international trade secretariat, the International Textile, Garment and Leather Workers' Federation, has itself made efforts to provide on-the-spot assistance in Hong Kong in training and organisation of unions and their activities, but has not met with any conspicuous success. In fact I believe their representative in Hong Kong has recently been withdrawn and is now in Japan.

3. The one positive aspect in the report is the reference to the neutral unions in the public sector and the possibility that they may be a "model" to unions in the private sector in establishing negotiation procedures. As you know, Professor Turner has the situation in the public service very much in mind -

see paragraph 80(3) of his interim report and I hope his final report will have some definite recommendations on giving an extended role to trade unions of civil servants.

4. There is an intriguing reference in the final paragraph on page 5 to "a recent report by the Development Research Institute in the Netherlands" which seems to be relevant to our study of social security deficiencies in Hong Kong. If you wish, I will try to get a copy of this from Mr Macgougan's office.
