1. I am directed by Her Britannic Majesty's Principal Secretary of State for Foreign and Commonwealth Affairs to refer to recent discussions you have had with the Hong Kong and Indian Ocean Department in this Office and to confirm that the British Government wish to invite you, together with Mr Laurence James Handy and Professor John Keith Hart, to carry out a study of labour relations in Hong Kong.

2. The terms of reference of the study will be as in Annex A to this letter.

3. For the purposes of carrying out the study you should arrange the following programme:

(a) for yourself to visit Hong Kong for one week in June 1976, for the month of August 1976 and for at least two weeks in November 1976, in order to carry out the study in accordance with the terms of reference;

for Mr Handy to visit Hong Kong for eight weeks in August and September 1976 to work under your direction;

for Professor Hart to visit Hong Kong in August to work under your direction;

(a) for the assistance of one research assistant

from the Hong Kong University to work under your direction.

Please inform the Hong Kong and Indian Ocean Department of any changes to this programme. Your report should be

submitted by 31 December 1976 to the Secretary of State. We would naturally prefer a final report but should this not prove possible in the light of your findings in Hong Kong you should submit an interim report by that date.

4. The British Government will make payments to you, Mr Handy and Professor Hart as set out in Annex B to this letter, subject to any changes made to the programme outlined in
