Professor Turner rang me on 6 July to tell me his latest plans. He now intends to try and submit a final report, a revised version of the interim report with the addition of detailed recommendations, to the Commissioner for Labour in Hong Kong by mid- September and will visit Hong Kong towards the end of September. claims to have agreed this timetable with Mr Henderson.
