2 October 1978, concerning Professor Turner's need for
further leave of absence in order to complete the study
he is making for the Government of Hong Kong.
I understand that Professor Turner
is to call at the Hong Kong Department this week to
discuss the timing of his visit. When that has been
decided Turner will apply formally for such leave of
absence as he may require. I shall ensure that the
University authorities, who will be considering
Professor Turner's application, understand the importance which the Government attach to the
completion of his report on labour relations in Hong
Kong.
