1. Mr Lionel Murray, General Secretary of the Trades Union Congress, has written to the Secretary of State asking when Professor Turner can be expected to produce the final version of his report on labour relations in Hong Kong.

Professor Turner (Burton Professor of Industrial Relations at Cambridge University) was asked to carry out a review of labour relations in Hong Kong following a meeting in April 1975 between the then Secretary of State and members of the Labour Party National Executive Committee. His terms of reference were to study and describe labour relations in Hong Kong and to identify any impediments to the development of effective Trades Unions, employers organisations and collective bargaining.

Professor Turner produced an interim report in January 1977. His final report was originally expected to be completed before the end of 1977 but his other commitments, coupled with a period of ill health have led to a series of postponements.

Professor Turner is now planning a further visit to Hong Kong

in order to finish his report. He has told the Governor that he hopes to go there some time in November and to complete work early in January 1979. This will involve his absence from Cambridge for part of the Michaelmas term and, at his suggestion, Lord Goronwy- Roberts has written to the Vice-Chancellor of the University expressing the hope that the necessary permission will be forthcoming. Sir Alan Cottrell's reply is attached. Professor Turner has since told us that he has applied formally for leave of absence.

I recommend that the Secretary of State should reply to Mr Murray on the lines of the attached draft.
