Thank you for your letter of 10 October about Professor Turner's

review of labour relations in Hong Kong.

As you know, Professor Turner originally hoped to produce his final report by the end of last year.

He was unable to do so, and

ill health and other commitments have since led to further delay. However, I am glad to say that he. is now planning to visit Hong Kong from November to early January in order to finish his work. Since his absence from Cambridge at that time may conflict with his academic obligations, Goronwy Roberts has written to the Vice-Chancellor of the University drawing attention to the importance which the Government attach to the early completion of the review.

If all goes well Professor Turner's final report should be ready early next year. I shall let you know as soon as I have a more

definite date.
