1. I have discussed the saga of the inspired/Pos with Mr Doherty, Lord Goronwy-Roberts' Assistant Private Secretary. He agreed that we should now resubmit the two questions and answers on the application of ILO Conventions, together with a suggested question (for Mr Hooley) and answer on medical and health services. Mr Doherty had seen and marked to the Minister of State a copy of Mr Ennals minute of 7 June to the Prime Minister (attached) which speaks in very favourable terms about public health measures in Hong Kong.

2. I should be grateful if you would now draft accordingly. You will need to check that the ILO Conventions' figures are still up to date. As regards medical and health services, the question and answer suggested by Hong Kong seem basically all right. But please think of a better phrase for "industrialized temperate climate countries" (? Western industrial countries) and consider, consulting the Parliamentary Office and perhaps Mr Ennals' Private Office, whether some reference might be made to Mr Ennals' favourable impressions.
