In his submission of 15 March my predecessor produced figures to show that Hong Kong's performance in applying ILO Conventions compares favourably with the performance of other UK Dependent Territories, as well as with that of many Asian countries. Lord Goronwy Roberts minuted that this information should be in Hansard and that Sir A Royle MP and Lord Weidenfeld should be asked to put down Questions for written answer accord- ingly. The Minister of State subsequently suggested that Mr Frank Hooley MP (whose interest in Hong Kong tends to be critical) might be given the chance to ask a helpful question. Following consultation with the Hong Kong Government, Mr Stewart submitted a draft Question and Answer on the treatment of drug addicts. However, the Secretary of State saw no reason to inspire a question on this subject.

The Secretary of State for Social Services recently visited Hong Kong and it is clear from his minute of 7 June to the Prime Minister that he was impressed by what he saw in these fields. I have therefore included a reference to Mr Ennals' visit in the proposed Answer. His Private Secretary has been consulted and has no objection.
4. The Parliamentary Unit have confirmed that all the Questions will be accepted by the Table under the Rules of Order and that the draft reply on the medical services may exceed the normal 50 word limit. WIAD have no objection to the inclusion of Bermuda (whose record is not particularly good) in the proposed replies to two questions on IIO Conventions.
