Action in Hong Kong
The Factories and Industrial Undertakings (Amendment) Ordinance 1977 was passed by the Legislative Council on 21.12.77. "Airport" has been included within the definition of an "industrial undertaking". Improved declaration proposed to the FCO on 3.1.78. The terms of the modification have been agreed with the FCO recently.
The fair wages clauses are being incorporated into all public contracts. A proposed improved declaration will be submitted shortly.

A sub-committee of the Labour Advisory Board has been set up to implement the provisions of the Convention, but Article 3 (which requires that the representatives of employers and employees shall be freely chosen by their representative organisations) cannot be complied with since some members of the Labour Advisory Board are directly appointed by the Governor and are not, therefore, freely chosen by employers or employees. The first meeting of the sub- committee was held on 16.6.78. A proposed improved declaration will be submitted
shortly.
