Improvements during 1978

Improvements are expected to be made in 1978 in respect of a further seven Conventions (Nos. 32, 42, 74, 90, 94, 142 and 144). These include declarations of "applied with modification" for two new Conventions - Nos. 142 and 144. Details are at Appendix II.

Although we had expected to remove the modification in respect of Article 9 of Convention No.17 following the enactment of the Workmen's Compensation (Amendment) Ordinance 1977 concerning medical expenses, the ILO indicated that since limits are placed on the amount of medical expenses which an employer is required by law to pay, the requirements of Article 9 have not been fulfilled completely and our proposed improved declaration was rejected.

Appendix III lists nine Conventions (including two new Conventions adopted at the 64th Session of the International Labour Convention in June 1978) on which progress may be possible after 1978. They will be examined in greater detail in the next few months in order to formulate a programme for 1979 and 1980. Convention No. 69 has been reinstated as a possible candidate because it may be possible to provide training facilities for ships' cooks in a Government technical institute which opened early this year.

A list of 28 Conventions on which no improvement is envisaged. at present is at Appendix IV. Convention Nos. 100, 120, and 140 are included here although examination is continuing to see whether improved declarations are possible.
