Progress Report on the Application of International Labour
Conventions to Hong Kong
Please refer to paragraphs 3 and 4 of my letter
dated 5 January 1978 to John Stewart in which I promised to send an annual review each January, supplemented by a progress report each July. I now attach a progress report for the first six months of this year.

You will see that if we applied the revised basis for monitoring progress in terms of numbers (as agreed in your department's letter dated 9 June) we made improved declarations in respect of two Conventions in 1977. However, during this transitional period in order to align as far as possible with the position quoted in John Stewart's letter of 2 March, we have also counted for 1977 two other Conventions for which improved declarations were registered by the ILO in January this year, thus making a total of four for 1977.
3.
For 1978 it is estimated that we should be able to make improvements to seven Conventions. We will certainly try our best to meet this target.

You will note that our list of possible candidates for improvements after, 1978 has now been increased from four to seven.
