As regards Convention No. 42 - Workmen's Compensation (Occupational Diseases) and despite enactment in June of the Workmen's Compensation (Amendment)(No. 2) Ordinance 1978 establishing a pneumoconiosis compensation scheme, practical difficulties came to light when the subsidiary legislation was being drafted. Alternative proposals are being examined with a view to eliminating or minimising the problems arising mainly from the high mobility of labour in the construction industry. We aim to wrap this one up as soon as possible in 1979.

In short, we have made improvements to 8 Conventions this year. Applying the ILO registration date criterion, five are therefore counted for this year (para. 2 above); but due to timing three (para. 3 above) would be counted as our next year's performance.

As in the past, an Annual Review will be forwarded to the FCO next month.
