1. I am directed by Mr Secretary Owen to request that a declaration in the following terms be communicated to the Director-General of the International Labour Organisation:

"In accordance with Article 35(2) of the Constitution of the

International Labour Organisation the United Kingdom Government hereby declares that the Tripartite Consultation (International Labour Standards) Convention, 1976 (o.144), will be applied to H ong kong with the following modification:

Article 3: hile employers and workers are represented

by six members on each side on the Labour Advisory Board four of the employers' representatives are freely nominated by their respective associations end three workers' representatives are elected annually by

workers' trade unions in a secret ballot. The remaining members are direct appointees of the Governor."

The Government of Hong Kong has agreed that a declaration in these terms should be made.
