5. There are, however, three Conventions, Nos. 100: Equal Remuneration; 120: Hygiene (Commerce and Offices); and

140: Paid Educational Leave, which stand by themselves and

which I believe could usefully be pursued.

6. I recommend, therefore, that I should write to the Secretary for Social Services expressing Lord Goronwy-Roberts' appreciation of the improvements which have been made, agreeing the programme for 1978 and suggesting that further considera- tion be given to the three Conventions detailed above,

in

addition to the four which the Hong Kong Government have

themselves suggested.
