1. Lord Goronwy-Roberts has seen a side copy of your submission of 23 March to Mr Cortazzi and has commented that, on reflection, he sees little point in Frank Hooley asking an inspired question on the ILO Conventions in addition to those from Lord Weidenfeld and Sir A Royle.
2. He would, however, like Mr Hooley to be given the opportunity to ask a helpful question on Hong Kong and would be grateful for your advice on this. The ILO questions should now wait until you have thought of something suitable for Mr Hooley, when all three PQs can be put down at about the same time.
