Lord Goronwy-Roberts minuted on my submission of 15 March, in which we detailed the record of Hong Kong's performance in ratifying ILO Conventions, that the details should be recorded in Hansard by means of inspired Questions in both Houses. The Minister of State suggested that Lord Weidenfeld and
Sir Anthony Royle MP should be asked to table Questions on this subject.

In addition, in Manila telegram no. 57 of 20 March the Minister of State suggested that Mr Frank Hooley MP should also be asked to put down a Question on the same subject. Subsequently Lord Goronwy-Roberts said that there was little point in a second Question on the same subject; but he still felt that Mr Hooley should be given the opportunity of asking a helpful Question. We therefore sought the advice of the Hong Kong Government on the most suitable subject. Bearing in mind the subjects in which Mr Hooley has shown an interest in the past, we suggested a Question on one of four subjects: Housing, Child Labour, Drugs or Crime. Hong Kong opted for drugs and provided a draft Question and information on which to base a reply.
3. I, therefore, submit three Questions with proposed draft replies: one on the treatment of drug addicts which might be suggested to Mr Hooley and two separate Questions on Hong Kong's record in the application of ILO Conventions for use in each of the Houses. The Parliamentary Unit have confirmed that the Questions will be accepted by the Table under the Rules of Order. WIAD have confirmed that they see no objection to the reference
to Bermuda in the two Questions on ILO Conventions.
