1. Sir Nigel Fisher (Conservative -Kingston-upon-Thames/Surbiton) wrote to Lord Goronwy-Roberts on 9 March enclosing a letter which Sir Geoffrey Howe had received from one of Sir Nigel's constituents, the Rev. A J Ward, who was concerned about the alleged abuse of child labour in Hong Kong. I must apologize for the delay in submitting these papers, which arose because the file was mistakenly put away while the registry officer concerned was ill.

2. The Rev. Ward sent a similar letter to the Prime Minister to which, at the request of Number Ten, the Department replied direct on 10 March. I submit a draft reply in similar terms from Lord Goronwy-Roberts to Sir Nigel.
