The Hong Kong, Government have been unable to provide complete statistics on injuries and deaths at work. The best they have been able to do is provide details of all reported claims for workers' compensation. These figures are admittedly incomplete, particularly in relation to the number of injuries.
Child Labour and Education
6. The Hong Kong Government are attempting to eradicate the problem of child labour in two ways: by extending, and making more severe, the laws against the employment of children while simultaneously expanding compulsory education.

Hong Kong will have free and compulsory education for all children up to the age of 15 by September 1980 (at present the Director of Education only has powers to enforce attendance at school of children between 6 and 11).

At present the employment of children under 15 in industrial undertakings is illegal, and this will be extended to include every sort of full-time employment by 1980. Employers found guilty of illegal employment of children now face a maximum fine of HK$10,000. The registration of all 11 to 17 year olds (which includes the issue of an identity card with photograph) is expected to be completed by October of this year, which should make it more difficult for employers to claim that they were misled about children's ages. The Women and Young Persons' Unit of the Hong Kong Department of Labour mount continuous campaigns against illegal employment of children.
