Legislation to regulate employment of children in all sectors.
IV. I.L. CONVENTIONS
To improve the safety standards in the use of boilers and pres- sure receivers.
To comply fully with the land- ward safety provisions of I.L. Convention No. 32.
To assist in the implementation of compulsory junior secondary education.
To seek to improve their application to Eong Kong.

Present position
The Labour Advisory Board agreed on 16.3.78 that these Regulations should be made. Draft drafting instructions under preparation.
It is now felt that a policy of education of workers, rather than legislation, should be adopted.
Draft Bill being finalised. The Executive Council will be consulted shortly.
Revised draft being considered. (See also- Note II(f) on Page 3)
Director of Education and Commissioner for Labour are jointly preparing drafting instructions.
Annual Report for 1977 sent to FCO on 5.1.78.
