No non-citizen shall be subjected to arbitrary confiscation of his lawfully acquired assets; just compensation shall be provided in case of expropriation.

Any non-citizen shall be free to communicate with the diplomatic mission of his country.

Other matters

In a resolution on Cyprus, the Sub-Commission demanded the full restoration of all human rights to the whole population of Cyprus. It expressed its grave concern at "the continuing plight of the displaced persons in Cyprus" and requested the Commission on Human Rights to review the implementation of the resolution at its next session.

The Sub-Commission called for "effective implementation" of its 1975 resolution on the Cyprus question, in which it invited the parties concerned "to do their utmost for a just solution and the return of the displaced persons to their homes in safety" in accordance with United Nations resolutions.

The Sub-Commission decided to transmit to the Human Rights Commission a report entitled: "Study of the Question of the Prevention and Punishment of the Crime of Genocide" (document E/CN.4/Sub.2/416) prepared by Special Rapporteur Nicodeme Ruhashyankiko. It requested the Secretary-General to give the report widest possible dissemination.

In the study, the Special Rapporteur suggests that the Commission on Human Rights should consider setting up ad hoc committees to inquire into allegations of genocide brought to the Commission's knowledge and supported by prima facie evidence.

The Special Rapporteur considers that the causes and the prevention of genocide in all its aspects require more detailed interdisciplinary study. He recommends that the General Assembly should call upon the United Nations system and other international or national organizations to increase public awareness of the danger of a re-emergence of nazism. All States should be urged to take legislative and other effective measures with a view to the speedy and final eradication of nazism, including similar contemporary ideologies and practices based upon terror and racial intolerance.

The report also proposes that the Commission on Human Rights should accelerate the drafting of a declaration on the elimination of all forms of religious intolerance, with a view to the later elaboration of a convention on the subject.

The Sub-Commission, bearing in mind "constant and systematic violations of the rule of confidentiality" provided for in its rules of procedure, expressed concern at the continued violations of the rule which "impair and undermine the effective functioning" of the Sub-Commission.
