JAPAN'S 6-POINT POLICY
(i) Air services with Taiwan should be maintained through non-governmental arrangements.
(ii) Japanese Air Line (JAL) should not fly to Taiwan.
(iii) The Japanese Government would not ask China Air Lines (CAL) to change their name or symbol against their will, but would make known their views on the character of the name and symbol, and the use of the Taiwanese flag, in a separate unilateral statement. Henceforth China Air Lines would be referred to as China Air Lines (Taiwan).
(iv) The Civil Aviation Administration of China (CAAC) would use the new Narita Airport at Tokyo while CAL continued to use Haneda. Pending the opening of Narita, both airlines would use Haneda, and arrangements would be made to ensure that aircraft of both airlines were not there simultaneously.
(v) CAAC would use Osaka Airport, and CAL flights currently using it would be transferred elsewhere, as agreed between CAL and JAL.
(vi) The ground services of CAL in Japan would be entrusted to agencies.
