1. Sung has given us a clear nod and wink as to how we ought to proceed. If we can agree on form of words to be used in a public statement about our attitude to CAL, the other problems will not be insuperable. The two immediate problems therefore are to decide on:
(a) a form of words and
(b) the appropriate means of making them public
2. On (a), MIFT contains a proposed form of words. On (b) we think that a Ministerial statement in the House would be over-doing it. The options in
our order of preference are:-

a statement to be made in the course of a
press conference preferably in answer to a question
