YOUR TELNO 663 OF 23 OCTOBER 1978

AIR SERVICES AGREEMENT

1. We have considered carefully the possible formulae outlined in your TUR. British Airways are now keen for an Air Services Agreement and we agree that our first bid should be a statement on the lines in

paragraph 3 of your TUR.

2. We agree that the Chinese are likely to regard this as insufficient. If so, you should offer the formula in paragraph 4 of TUR. But at the same time you might point out that we find it disappointing that in contrast to the helpful and constructive

istent attitude we have constantly adopted towards Chinese requests for non--scheduled flights between China

and Hong Kong, the Chinese side have not shown the same flexibility towards our own proposals for an ASA.
