J. It is of course possible that the Chinese authorities will refuse

to have the services treated as scheduled services. In that event you

should say that the UK authorities are not able to accept the proposed

conditions under which they should operate as charter services. In

particular the period of advance booking could not be less than 21 days

and substitution should be limited to not more than 10% of capacity on

any one flight with no substitution later than 5 days before the date

of flight. (These are the least restrictive ABC restrictions that we

presently have with any country) We would also wish to have an agreement

in principle from the Chinese authorities that UK carriers could operațe

charter flights between Hong Kong and points in the PRC subject to the

same conditions.
