Introduction

Ministers are asked to consider the attached submission

agreed by FCO and DOT officials on an Australian proposal for

radical revision of the air services arrangements between

Australia and all countries with services to Australia, and

its implications for the UK.

2.

There is a difference between FCO and DOT officials on

tactics vis-a-vis the Australians which Ministers are asked to

consider (para.8).

Recommendation

3.

I recommend:

i)

that FCO Ministers approve the Recommendation in

the attached paper, namely that the Australians

should as soon as possible be given a written

answer on the lines of the draft at B and should

be told orally that we would have no objection to

the Australians showing it to third countries

which they approached, if asked what the UK

reaction had been.

ii) that Mr Judd write to ir Dell to argue that a
