1 Ministers have now approved the draft Statment for " giving to the Australians. Mr Judd has also agreed with Mr Dell that Mr Rogers should hold a further round of talks with the Australians before the Australians make their approach to third countries (see Mr Dell's letter of 26 July, copy attached).

2 I attach four draft telegrams which the DoT want despatched today so that Mr Rogers can leave for Canberra tomorrow night. I should be grateful for clearance please by 17.00 hours today.
