LINE OF SUGGESTED ORAL REPLY TO AUSTRALIAN DELEGATION

We recognise that there is a need for change in the air service

arrangements between Australia and UK/Europe, in particular for

the introduction of cheaper fares to benefit consumers.

2 We are grateful to the Australian Government for presenting

their proposals to us before any other Government. We find the

concept of end to end scheduled services, low fares and high

aircraft utilisation interesting and attractive. Inevitably,

such proposals raise certain points of practical difficulty.

These have been identified and discussed in the negotiations as

follows:

Frequency of service from Australian cities

Pooling arrangements

Fare structure

Freight

Concorde

New Zealand7

We both appreciate the need to obtain the acquiescence of certain

other Governments, notably Singapore, Malaysia, Thailand and India.

We understand that you intend to open negotiations with these

countries and hope that you will keep us in touch with progress.

Obviously we cannot commit ourselves definitely to the proposals

until we know the outcome. Subject to the success of the

negotiations with other countries and to satisfactory solution of

the practical points in paragraph 2, the UK is in broad agreement with the proposals and would cooperate with Australia in their

implementation.
