Mr Butler decided not to forward to Ministers Mr Morland's submission of 16 June pending further discussion between FCO/DOT officials. The Australian team is still in town and talks are continuing. Representatives of the Hong Kong Government and CPA arrive tomorrow to take part.

Separate consideration is being given to what the Australians should be told before leaving London. The FCO view is still that given in the draft letter from Mr Judd to Mr Dell attached to Mr Morland's submission under reference.

3. Meanwhile DOT have been refining the detailed paper cir- culated with Mr Mrland's submission. I attach the latest draft (a shortened paper plus annex), on which I should welcome any comments from addressees by close of play tonight. Could they be in the form of specific draft amendments please?

At first glance, the paper and annex do not look too bad. But I suggest replacing paragraphs 17 and 18 of the paper by new paragraphs 17, 17a and 18 attached; and replacing the last sentence of paragraph 4 of the annex by a new passage attached. I should be grateful for comments on my redrafts.
