The reasons why the country you are accredited to has not yet ratified, may be either of a political nature or, as is likely in the majority of cases, simply of a bureaucratic or administrative nature. Before making the approach you should seek to ascertain which one of the two applies and tailor
your approach accordingly.
B.
It is quite likely that you will be requested to undertake your demarche together with one or two colleagues from other countries. In this case you should consult with them beforehand and decide whether you will undertake a joint approach or whether one of you will go also acting on behalf of the others.and whether or not it is advisable
to make it clear that you act on behalf of the whole group of 20 countries 7. The level at which to undertake the approach would also be left to your discretion except that it should. be, at an
