1. I attach a draft telegram oflinstructions to Ukis New York for the next meeting of the Contact Group on Aviation Security on 20 March. It was requested in Mr Burton's letter of 10 March, of which I also attach a copy with enclosures.

2. Geographical Departments and UND were consulted orally before the instructions in FCO Tel No 286 to UKMis New York (copies attached for those who have not had them) were sent.

3. I should be grateful for any comments addressees may have by 1300 hours on Friday 17 March please. I shall take silence to mean consent.
