1. A FURTHER POOL MEETING WAS HELD ON 23 MARCH, OSTENSIBLY TO SIGN ANNEX 22, BUT A SECOND AND MORE IMPORTANT MATTER WAS RAISED,
TO DO WITH THE POOR PROGRESS OF THE U.S/JAPAN BILATERAL TALKS.
2. THERE WERE TWO MINOR CHANGES MADE TO THE ANNEX ATTACHED TO THE CPA LETTER OF 18 FEBRUARY (COPIES TO BCARFE) AND, ALTHOUGH
CPA SIGNED THIS ANNEX, MATSUDAIRA MERELY INITIALLED IT SINCE HE DID NOT HAVE THE AUTHORITY TO SIGN. JAA WERE NOT PRESENT TO SIGN THE DOCUMENT AND SO JAL TOOK THE COPIES AND UNDERTOOK
TO RETURN THEM ONCE ALL THE NECESSARY SIGNATURES HAD BEEN
OBTAINED.
3. THE SECOND MATTER RAISED WAS A CONTINGENCY PLAN IN THE REMOTE POSSIBILITY OF THE U.S/JAPAN TALKS BREAKING DOWN. JAL TABLED A MEMORANDUM WHICH PROVIDES FOR THE AIRLINES TO AGREE CAPACITY BETWEEN JAPAN AND HONG KONG OVER AND ABOVE THAT AGREED IN ANNEX 22,
WHICH WAS SAID TO PROTECT THE BEST INTERESTS OF BOTH PARTIES AS WELL AS THE TRAVELLING PUBLIC. CPA PERSUADED JAL TO ADD A PROVISO
THAT SUCH ADDITIONAL CAPACITY WOULD BE SUBJECT TO GOVERNMENTAL
AFPROVAL. BOTH PARTIES SIGNED ON THIS BASIS.
4. A FURTHER MATTER CONCERNS THE POOL MEETING OF 13TH DECEMBER,
REPORTED UNDER COVER OF THE CPA LETTER DATED 16TH DECEMBER AND
COPIED TO BCARFE. AS REPORTED, JAL FLAN TO ADD OSA ON THE RETURN HKG/TYO LEG OF THE B747 F TYO/HKG V.V. FREIGHTER SERVICE FROM THE TIME ITAMI IS AVAILABLE TO WIDE-BODIED AIRCRAFT, AND THEY WERE THEREFORE SEEKING APPROVAL FOR A TYO/HKG/OSA/T YO
