In the context of your letter CR 7/951/57 V of 10 January to John Stewart Hong Kong and General Department, may 1 add for the record that at a reception during the recent visit of diplomats from Hanoi to the Vietnamese/Cambodian rontier areas more senior member of the (I think) Civil Aviation set-up raised this matter again; so they are clearly serious about it. I took the line that the first thing was to get the overflying agreement settled, but I saw no reason in principle why we should not in due course discuss their requirements though Civil Aviation matters tended to be somewhat complex.
