Mr Rogers, CAIR/DOT, is planning a briefing meet

boting on

1 February to discuss the ASA talks which are scheduled for April.

2. The main purpose of the briefing meeting will be turn the heat on BA in an effort to force them to clear their minds on what their ultimate objectives are vis à vis Canada. There are in any case three main areas where there is likely to be some friction:-

(a) transfer of scheduled Canadian services from Heathrow

to Gatwick.

On (b) and (c) DOT will be guided by the information supplied mainly by BA but are not particularly confident that the Canadians are likely to be easily moved from their present "protectionist" stance. DOT are not even certain that the Canadians will be prepared to discuss (a). All in all, it looks as if these might be rather inconclusive talks.

PS Since drafting this minute I have seen Hong Kong telno_112 (attached). Hong Kong's views, if accepted by the DOT, will put them under greater pressure to get the Canadians to 'allow us some access to Western Canada.
