On 26th October 1977, Finance Committee approved the inclusion of two new items related to the development of north Lantau in the Public Works Programme.

The first item was to enable the Director of Public Works to carry out a land development feasibility study for the development of north Lantau for industrial and housing purposes. The limits of the area chosen for the study have been based on a preliminary visual study and on marine charts of the sea bed, and include the site proposed for a possible replacement airport. The study is to be carried out in two stages, that is:

Stage I
(i)
(b)
(ii)
investigation of potential sources of filling materials for the whole investigation area; comprehensive seabed investigation for the whole investigation area;
(iii) preparation of development plans and costings
for development between Ngau Tau Wan and Kap Shui Mun and for Penny's Bay.
Stage II
Preparation of development plans and costings for the coastline and hinterland south and west of Ngau Tau Wan, including Chek Lap Kok, on alternative bases;
with land formation for the airport;

(ii)
without land formation for the airport.
As regards Stage II, Finance Committee was informed that it was proposed shortly to seek a decision in principle as to whether further studies on a replacement airport should be undertaken. If the decision was not to carry out such studies, the brief would be amended to omit mention of the airport.

The second item was to engage consulting engineers to consider and advise on the feasibility of providing a fixed crossing from the mainland to Lantau, via Tsing Yi and Ma Wan, including estimates of cost, and detailed designs and contract documents of all the work involved,
