Table 2 gives annual local and foreign currency requirements. The total amounts for 1978 and 1979 (as given in Table 2) include access road construction costs not allocable to the airport account. The construction cost of the road from the new airport to the first bridge is fully allocable to the airport account; however, only 20% of the construction costs of the bridges, interchanges and improvements to the eastern trunk roads are allocable to the airport account. As a result, only HK $276 million of the total of HK $632 million for access roads shown in Table 1 are allocable to the airport account. The remaining nonallocable access road expenditures of HK $356 million occur in 1978 and 1979, reducing the amounts allocable for these years to HK $461 million for 1978 and HK $508 million for 1979.
