The inadequacies of the existing Town Planning Ordinance was the subject of a recent specch by the Hon. Peter C. Hong to the Legislative Council. Mr. George Franklin, Physical Planning Advisor of the Ministry of Overseas Development, had visited Hong Kong several times, the most recent being his two-week stay in October 1977. He had made extensive study and had held talks with Government officials and members of this Branch on the shortcomings of the Ordinance as well as the planning machinery in Hong Kong. We understand that he would submit his findings and recommendations to the British Government.
