This letter refers to the Government's letter of reply (ref. TC252/77, dated 30 December 1977) to the Hong Kong Heritage Society concerning this Society's petition regarding the KCR buildings and the planning of the Tsimshatsui area.

In general terms the Society's reactions to this reply are as follows:

1. It contains a number of errors, misleading statements and

misrepresentations of the Society's case. It also contains some serious falsehoods. Together, these suggest not only an intent to mislead the public, but of maladministration.

The letter confirms that Government is failing to give the replanning of this important area of Tsimshatsui the atten- tion and consideration it deserves.

3. The letter ignores the Society's request to meet with Your

Excellency to discuss more fully the issues raised in the petition. This amounts to a refusal to give a fair and proper hearing to the strong body of Hong Kong opinion wish- ing to preserve the KCR building.

To qualify these general criticisms we submit the following detailed arguments and criticisms of the letter:

a) It implies that the Hong Kong Heritage Society wants to keep

the KCR building at the expense of the new cultural amenities.
