in Hong Kong proceeds "by consensus", and that of Mr. A. de C. Sales, Chairman, Urban Council in an open soolaty every major policy in particular should be capable of being discussed in public in a fair mammer with the common good as the sole oriterion" it would be seen to be against the public intereat to demolish the K.C.R. building. Government by consensus would manifestly be seen to be brought into disrepute if there is no impartial and reasoned consideration of the reasons and available alternatives advanced herein.
6. The public interest in the K.C.R. building and the new Cultural Complex is an expression of the growing public concern over the urban environment in our alty state. Publio opinion has become more articulate since 1967, when the initial decision to relocate the K.C.R. was made.

Cultural and historical interest in Hong Kong has increased as
a result of Government's encouragement of a sense of identity in Hong Kong. Thus the issues involved in conservation of the buildings are of greater significance than their demolition.

They have become a symbol and an easily appreciated example of the Authorities' unwillingness to reconsider, in the light of changed circumstances and changed opinions, a matter which is in need of reconsideration if the public good is to be served in a far sightað
manner.

The K.C.R. buildings are historic in the context of Hong Kong. The Antiquities Advisory Board has stated this and is widely supportal.

The Marine Police Station Hill is itself a landmark and
historio.

The K.C.R. Station Building has architectural quality. This is partly disputed by The Director, Public Works and some of the P.W.D. architects. The Hong Kong Institute of Architects and some P.W.D. architects regard it as worthy of buing conserved.

The K.C.R. Station Building is in sound condition and relatively maintenance-free. Costings have not been made of the cost of maintenance because alternative plans involving the preservation of the K.C.R. have not been considered.
