The members of my Mission are the most senior experts in their particular

field in Britain. We believe that the Ministry of Chinese Railways will be

prepared to send an equivalent mission to Britain in the spring including

Ex

members of Machimp and Techimpext.

British Railways is already working in Hong Kong through its consultancy

company Transmark for the electrification and modernisation of K.C.R. We

have undertaken to make outline proposals for similar work for the remainder

of the route to Canton. All the members of the Mission have studied the

route by locomotive riding, I myself rode with the Director of the Kwangchow

administration to the border on Wednesday. Mr Taylor on my left has been

holding meetings with the General Manager of KCR and Transmark, to ensure that

the provisions for traffic movement are compatible throughout. We believe

that, following the work presently proceeding on KCR and similar

electrification and resignalling work through to Canton a throughout journey

time from Hong Kong to Canton of less than 2 hours is possible excluding

frontier formalities. This will however require much detailed development.

The railways of China have already made great strides in technical

improvement. They are however anxious to make use of proven technology from

other countries either through the purchase of equipment, licensing

agreements or design assistance. Many potential areas of technical interest

were discussed and will be followed up quickly. Among these were complete systems for loading, transport and unloading of bulk commodities such as

coal, mineral ore, construction materials; special designs of freight wagons;

package design of tilting mechanisms for curve speed improvement; track

design for minimum maintenance, signalling control systems; computer based

freight resource control systems and many other areas of detailed technology.
