Following our meeting yesterday I have had a first stab at putting together a possible submission to Ministers. The comments on Lazard's last two suggestions follow upon a telephone discussion with Joan Kelley at the Treasury. Given the impasse we face, this draft is necessarily incomplete. For the moment it is entirely my personal production and I am sending it both sideways and upwards in the Department of Trade at the same time that I send it to you. If at all possible I would like to be in a position to put a fair copy in Mr Dell's office during the afternoon of tomorrow, Thursday 9 November. We may well need a meeting. I have pencilled in 11.00 hours in my diary.
