In the light of these considerations the Department of Trade
would like us to ask the Governor to use his influence to see
that the contract is awarded to Metcam or, if that is not possible,
that new tenders are invited so that Metcam can remain in the race.
I believe that we are justified in putting such a request to the Governor and I submit a draft telegram. Since the Tender Board are expected to look again at the bids on 15 November it would be helpful if this could issue today, to reinforce instructions to approach the Hong Kong Government sent by the DoT to Mr March last night.
