ATCP: HONG KONG KOWLOON RAILWAY PROJECT

In your letter of 18 December you asked us to consider at extremely short notice an ATCP contribution for the management consultancy for this project. Your original proposal for a loan of 2.5m was subsequently amended, following my conversation with Philip Dring and his letter of 19 December, to a technical co-operation grant of 80.75m.

The proposal was not supported by Treasury or the Bank of England, and no comments were received yesterday from other SCAT members.

Officials here were also opposed to the proposal for despite liong Kong's per capita GP in 1972 Leing just under the $1000 guideline, her economic progress has been so dramatic that by 1976 the CNP had risen to $2110. In addition we felt that the proposal had been presented far too late for proper consideration, and that no evidence had been presented to justify resort to the ATCP. The proposal was discussed with my Minister yesterday evening and I am informed she is opposed to it.

4. I informed Philip Dring of this decision by telephone earlier today.

5. I am copying this letter to SCAT members and to Mr Royce and Philip Dring in DOT.
