Transmark has submitted its draft final report in two stages: Volume I consists of a draft management report and was received on 8th November 1977; Volumes II and III are technical reports and plans to corroborate Volume I and were received on 19th December 1977. The main findings and recommendations as regards the requirements of the study noted in paragraph 8 above were:

track extensions to the Tai Po Industrial Estate, to Kwai Chung and a loop through Sha Tin New Town were not recommended. (Recommendations on a proposed extension from Tai Po Market to Tuen Mun via Yuen Long have still to be submitted, but are unlikely to be favourable);
there should be an underground extension to Tsim Sha Tsui. Whilst maintaining a reasonable, though reduced, financial return from the total project, this could make a significant contribution to meeting total future transport needs;
by 1991, there would be an estimated demand of 153 million passenger trips per year and this would require a daily service of 180 trains of 3 to 12 coaches, depending on operating period, in each direction. To stimulate and cater for this level of demand would require electrification of the main line;
the traction system for passenger traffic should be an overhead line 25KV a. c. electric system using 60 x 3-car sets of electric multiple units, but freight traffic should continue to be hauled by the existing fleet of diesel locomotives; and
the proposed a. c. traction system would not be com- patible with the d. c. traction system of the MTRC and any interchange between KCR and MTRC would be grade separated.
A careful examination of the Transmark report, and of other data related to the likely future build up of passenger traffic in this corridor, has led to the conclusion that this traffic can only be carried
