On 19th July 1977, having considered memorandum XCC(77)54 (Annex A), the Council advised and the Governor ordered:
(a)
that the Government should accept the recommendation of the Board of the Mass Transit Railway Corporation that the Modified Initial System be extended to Tsuen Wan as quickly as possible;
The Council noted:

that this will involve a Government contribution of about $170 million in Crown Land premia and $11 million for rates in return for equity, subject to the approval of the Finance Committee; and
that the Government might have to guarantee additional loans of up to $5, 600 million, but that the amount guaranteed is, in practice, not likely to exceed about a half of this sum.

Since this decision was taken, very much more detailed studies have been carried out on the engineering, land and clearance implications of the proposed alignment of the extension in relation to the Tsuen Wan development programme and other factors in the development of Tsuen Wan and district. These studies have resulted in the following conclusions:
(a)

there is a serious demand for additional back-up space
for the container terminals, which could only be met in the site now reserved for the Kwai Chung depot; this has resulted in the depot site being changed from Kwai Chung to Area 6 in North Tsuen Wan;
the construction of the line to Tsuen Wan West including two stations along and within the Castle Peak Road would produce unacceptable traffic problems. This means that the line must be taken completely out of the Castle Peak Road and, because of problems of land acquisition and disruption, must be terminated at Tsuen Wan Central.
