assessed and are shown in Table 4. It will be seen that the total capital cost of the first two stages of the LRT system is of the order of $1400m.

The study has progressed considerably from its initial examination of a very wide range of public transport options in the corridor. An implementation strategy for the period up to 1983 has been presented, together with a view on how subsequently, further developments can be related to the

growth in passenger demand.

The recommended strategy requires prompt action in several

key areas if the programme dates are to be met. First there is a need for Government to consider the requirements for institutional changes, both with respect to the operation of the recommended Light Rail Transit Strategy and in terms of the relevant planning authorities. Despite the considerable advantages of the recommended system over other possible schemes in terms of cost and the extent of capital works, there is little doubt that the nature of the strategy, involving as it does detailed changes to many aspects of the traffic system, will require a planning team with the necessary authority to ensure implementation dates are met.

The development and implementation of the Light Rail System

will require staff who are familiar with the mode. Efforts should be made to rapidly familiarise the planning team with developments in this field in Continental Europe, and
